TASK FORCE ON PROJECT OPTIMIZATION (TFPO)

Projects Optimization initiative

The Malaysian oil, gas and petrochemical industries have encountered many challenges during project implementation stages, many of which are related to QA & QC issues, and in particular, related to Materials, Vibration and Insulation (MVI) issues. Malaysia is not the only country to face such challenges; industries elsewhere in the globe are also facing similar issues.

Realizing this, during our 1st Conference held in July 2022, AMVIP conference delegates discussed the MVI issues and was tasked to initiate a Task Force comprising Owners/Operators, EPCC Contractors & Sub-contractors, Technical Specialists (Industry & Academia), Equipment and Materials Manufacturers, and Service Providers (Consultants / QA/QC Inspectors, etc), to pave the way forward. A Task Force on Project Optimization (TFPO) focused on Materials, Vibration and Insulation (MVI) was then established to identify project implementation problems and hiccups from past experiences, discuss potential solutions, optimize best practices, and transfer such knowledge and recommendations to Owners/Operators for progressive improvements.

PETRONAS supports a collaboration platform led by AMVIP and some of PETRONAS Technical-led fraternity to co-drive the Oil & Gas and Energy industries to optimize project implementation in the areas of materials, welding, corrosion, painting, insulation, vibration, rotating technology and green technologies. Whether it is new construction project or a plant upgrade project, the end-result of the work by this Task Force is to provide solutions to achieve targeted time-lines, targeted costs, targeted quality and safety throughout the project.

New construction project issues have often been felt by the asset owners while operating the completed facilities. Equipment and process breakdowns can plaque operations causing massive cost overruns as well as safety concerns. Such repetitive problems encountered by many facilities need a solution.

Purpose and Role of Task Force on Project Optimization (TFPO)

AMVIP Task Force on Project Optimization (AMVIP TFPO) is a platform to gather industry and academia together to discuss project implementation problems of the past. It aims to identify solutions for projects to achieve target quality, cost efficiency, timely completion and safety assurance.

AMVIP TFPO is thus aimed at leveraging our respective strengths and expertise in MVI technologies to work together towards our common goal and bring forth a sustainable future for all. AMVIP TFPO kicked off with a half-day Forum on Project Optimization in December 2023 discussing issues on Fabrication Site Welding from Owner’s perspective and Project Management Experiences from an EPCC Contractor’s perspective. In 2024, AMVIP will be organizing Mini Forums under the different Focus Groups to deliberate areas of concerns from past experiences and attempt to identify potential solutions.

SCHEDULED ACTIVITIES

In order to create more awareness amongst the various fraternities within AMVIP, the Task Force has planned several Forums in 2024 and beyond:

  1. Insulation & Coating Focus Group held its maiden Forum on Insulation on 7th March 2024 attended by industry and academia personnel at University of Nottingham Future Students Centre at Menara Axis, Petaling Jaya, Selangor. The key critical issues identified and discussed include: insulation work quality, competent insulation manpower, corrosion under insulation, and project execution schedules. As this was a first forum, more follow-up forums need to be conducted to further brainstorm issues and attempt to identify potential solutions so that Owners/Operators can expect less site issues which have been contributing to cost over-runs, project delays, quality issues, material supply issues, and other factors which possibly led to the rise in “Corrosion Under Insulation” issues as well.
  2. Corrosion Focus Group held its forum on 16th May 2024 at the University of Nottingham Future Students Centre, Menara Axis, PJ.
  3. Sustainability Focus Group has planned to hold their forum on 1st August 2024.
  4. Insulation & Coatings Focus group has planned to hold their Coatings Forum in August/September 2024.
  5. Vibration and Rotating Technology Focus Group has planned to hold their forum in September/October 2024.
  6. Materials Focus Group has planned to hold online and physical forums in 2nd quarter & 3rd quarter 2024 respectively.
  7. Welding & Fabrication Focus Group has planned for their forum in 3rd quarter 2024.
